The National Canons of the Episcopal Church provide for the licensing of
certain lay ministries by the Bishop, upon the request of the Member of the
Clergy in charge of a particular parish.
Enrollment in and completion of any Mercer program is only the preparation for licensing. The actual license will be issued by the Bishop at his discretion and only at the request of the Member of the Clergy in charge of the congregation in which the person will be serving. Before issuing such license, the Bishop may require additional preparation. The Bishop determines which lay ministries are appropriate in the diocese.
The Lay Ministries outlined by the National Canons include:
Pastoral Leader: a lay person
licensed to exercise pastoral or
administrative responsibility in
a congregation under special
circumstances and who may
be licensed to lead the Offices
authorized by The Book of Common
Prayer on a regular basis.
Lay Preacher: a lay person licensed
to preach in congregations
upon the initiative and
under the supervision of the
Member of the Clergy in charge.
Catechist: a lay person licensed
to prepare persons for Baptism,
Confirmation, Reception, and
Reaffirmation of Baptismal
Vows.

for persons authorized to administer the consecrated elements at a celebration of Holy Eucharist. Written permission of clergy in charge of congregation is required. Fee $20, lunch not included. Participants may register for any workshop regardless of location.

El Visitante Eucarítico ejerce su ministerio bajo la dirección del Diácono, o a falta de éste, el miembro del clero o lider a cargo de la congregación u otra comunidad de fe. This five week colloquium will be based on the recent work of Tony Jones in the subject of the Emergent Church. Tony Jones is a doctoral fellow in practical theology at Princeton Theological Seminary and is the author of many books on Christian ministry and spirituality. The course will examine the strengths and weaknesses of the Emergent Church movement in light of traditional Episcopal polity, ecclesiology, and theology.

These sessions provide an opportunity for wardens and vestry members to explore their roles, duties and responsibilities; and how they support each other in their ministry of leadership. This is a two-day seminar, but sessions may be taken in any order.
Part 1. The Fiduciary Ministry of the Vestry. The role and responsibilities of a parish vestry as the legally-recognized board of directors of a New York State not-for-profit and religious corporation has become increasingly more complex. This all-day workshop will assist current and prospective vestry members in understanding and fulfilling their fiduciary responsibilities to their congregations in their primary managerial role, i.e., caring for parish finances and property. Among the topics covered are the following: compliance with federal, state and local government regulations as well as national and diocesan canonical requirements; clergy compensation and benefits; financial and property management; donor-restricted and quasi-endowment funds; and much, much more.

Part 2. The Spiritual Ministry of the Vestry. It is rare that members of vestries see their role as being a spiritual ministry. Too often the “majority rules” way of thinking is what happens when we take God out of our decision making process. This workshop will help members of vestries to seek together to discern what Christ would have them do - teaching how to listen to one another, because we are listening for the voice of the Spirit, and we never know through whom the Spirit will choose to speak. So what might this shift look like? What difference does it make to shift from “majority rules” to the process of discernment? What impact will it make on the life of the people we mutually lead with the priest? This workshop is based on 1 Corinthians 11:27, and we invite you to come and explore what the Lord might be saying to you.

While the filing of the annual parochial report is a canonical requirement, it can also be a wonderful tool for assessing a congregation’s financial health. Past attendees of this popular annual workshop have marveled at the possibilities. Designed for individuals responsible for preparation of these reports, the workshop also benefits clergy and lay leadership alike. Line-by-line instruction will be provided for the Membership, Attendance, Services, Stewardship and Financial Information sections using the workbooks issued by the General Convention Office. Web-based graphing tools for data analysis as well electronic filing will also be covered. Attendees are encouraged to bring copies of the parochial report and workbooks which can be downloaded at www.episcopalchurch.org/research.htm and, if possible, to review the workbooks prior to attending.

National and diocesan canons require that the accounts of all parishes and missions be audited either by an independent certified public accountant (CPA) or such audit committee as shall be authorized by an appropriate diocesan authority which, in the Diocese of Long Island, should consist of no less than three (3) members.
This all-day workshop is designed for congregations with less than $150,000 of Normal Operating Income (as reported on the most recently filed Parochial Report). Using the audit guidelines of the Manual of Business Methods in Church Affairs, participants will receive detailed instruction in how to conduct an audit. Topics will include: committee composition and skill criteria; audit scope and objectives; accounts to be audited; report contents; and timing and filing of the report. Procedures and sample schedules, checklists and other resources for use in conducting the audit will be reviewed and distributed.
